On the Service Desk tab, you can create a new problem from the File menu without using a template.
Note: If multi-tenancy is installed, select the appropriate tenant from the drop-down list. The public (shared) option creates the object for all tenants.
To create a new problem from the File menu:
The Create New Problem page displays.

If you are creating a new problem, a list of available users appears. Select the user that is the Affected End User field.
